The Estuaryside - Points to consider
How do you decide whether the estuaryside should be developed and if so what development you should ask for? Here is a list of criteria that you can use to evaluate the different options offered to you. They are some of the points that should have been born in mind by anyone creating plans for the development of this area:
Space - Any proposal should seek to make the very best use of the space available. Are there indications that the planners have tried to create more space?
Exmouth Visitor and Gateway Centre - It is currently proposed that this will be built on the back of the Recreation Group peninsula. You should consider whether each of the plans takes this project into account within the proposals for the supermarket. For convenience we have added a green circle at the nearest point on the plans to the planned site for the centre
Parking - At peak times it is difficult to find a parking space. With a supermarket and the Visitor Centre there will be more demand. Do the options leave the maximum amount of space for parking? Access to parking should be one of the first things that people find when entering the area.
Through traffic - Plans should include practical routes that traffic can use to bypass the town centre.
Pedestrianisation - Whichever way you arrive do you have to cross traffic lanes in order to move between your point of arrival and the places that you wish to go, for example the town centre or the supermarket. Can you wander freely without noise or fumes?
Disabled people - Any development should make it easy for any disabled people to move about between the development and the town centre freely. This is best achieved by removing traffic and creating level walking areas between shopping areas. Consideration should be given to resurrecting the shopmobility proposals and making provision for them adjacent to the carparks
Local traffic flows - How far does traffic have to travel to and from parking places. Is parking the first thing that drivers find on arriving at the estuary front so that they travel the least distance on arrival and the least on departure?
Exeter Road traders - Does the plan consider the needs of the shops in the Exeter Road who rely heavily on trade from passing vehicles. Will local supermarket shoppers be made to bypass the Exeter Road on the way to the supermarket?
Lorry Park - Where are lorries going to park?
Leisure Centre/Pool - Are the facilities at least as good and convenient as those currently available?
Imaginative - Are the options imaginative and likely to enhance the look and enjoyment of the area?
Linked visits - Much has been made of the idea that people coming to use a supermarket will also wander into the town centre while they are doing their shopping. Has anything been done to make the town centre more accessible and more attractive to encourage people to go there. Is the supermarket near enough to make these "linked visits" likely?
Sale of land - The Exmouth Residents Association AGAINST THE SALE OF ANY PUBLICALLY OWNED LAND. We accept that land may be leased for the benefit of the community but even then the term of the lease should be commensurate with the life the building or activity to be carried on on the site. (for example 25 to 30 years would be adequate for most purposes. |
